Returnal is published by playstation, same as last of us. They arent worried about other peoples games, but it does make sense to not release two things at once. These days theres never a month that a somewhat big game is released. Resi 4 is more for fans of resi evil and or fans of the old game.

It differs from user to user. I know a bunch of people are still having really bad fps or constant crashing. You will definitely need a good PC if you want to run it both cpu and gpu wise. I would give it a try still but if you have less than a 3000 series GPU, I would say don't bother for now.
